Its not as hard as you might think to get started..
You first need to register your domain name and get a hosting account to host your website.
Now, before you go register your domain name, a lot of good hosting companies actually give you a free or a really cheap domain name when you sign up with them.
So the first place you start, is to find what domain name you want. You can go to like www.register.com and check to see if the domain name you want is available.
Once you have the domain name you want to register, now find the company you want to do your hosting.. I have used companies like godaddy.com who arent bad.. and have a lot of tools for newbies. I think they actually give you a free domain when you sign up too, so this can save you a few bucks.. (about 4 bucks a month for hosting)
So once you sign up with your hosting account and get your domain, a good hosting provider like godaddy will have tutorials on setting up and even templates you can use to get your site lookin good.. also free tools like guestbooks picture gallery tools etc.
